translations are kept in po format
most open source tranlation tools use gettext format, but there is an opensource project, oliphant, that can output to tmx format. tmx format is more popular in the commercial translation world.
translation teams are trusted to do their own QA. Would some Canonical employees be interested in contributing translations / translation reviews for some critical projects?
even if you aren't on the translation team, you can submit a translation string for review.
launchpad currently doesn't provide for translation memory, so if a part of a string changes (even punctuation), the string would need to be re-translated.

Implement a system that allows for notification of Language Team Mods when new (probationary members) are making their suggestions

How to ensure quality of translations for critical Ubuntu components?
a) All translations made by translation team members are marked as suggestions, so this means another person from the same language team needs to review the strings. This should increase translation quality singnificantly (probability of typos and other errors much lower) and is at the same time not quite compicated
b) (by TLE) Pay someone to review the translation (possibly also community members). A paycheck, not matter
