Create a LoCo microblog platform

We want to create a community microblogging site for all of the Local Community teams. This will be hosted on a StatusNet site (hosted by StatusNet) with custom theming. Purpose is to have a place dedicated to LoCo teams and their communities with the hopes of cross LoCo team collaboration.
