Free Culture Showcase Revamp, redux

Last cycle the design team did their contest in flickr, where photographers actually hang out. I want to get rid of the wiki page and all the barriers that make contributing to this hard.

I would also like to investigate possible integration with Ubuntu One so that we can have this there and not taking up space on the disc; this would also let us have larger entries as well as other ideas.
