Common Assistive Technology Configuration

The assistive technology (AT) settings in gnome are currently spread out over several locations, making the features difficult to find. A new configuration dialog should collect these components to a single location with tabs. Individual assistive technology applications should be activated and configured from launchers in this dialog.

We will not change the Accessibility Preferences dialog for Feisty. Upstream developers did some work on on more configurable dialog, moving most of it to Preferred Applications. However, no consensus was reached on a major change. Gnome upstream remains much as before and we will again apply a few Ubuntu-specific patches.
