Defining the evolution of the UEC image store

The UEC image store is one of the key differentiators that Ubuntu offers. We need to define the requirements for the next version of it and select the proper framework to base this work on.

 * Provide the ability to browse and download from the image store without installing UEC
 * Provide means to deploy images to public cloud providers
