window-decorations should be drawn by the client-program via the theme-engine

Drawning a windows decoration (frame, resize- and drag-handles drop-shadows) with the theme-engine on the client-side has numerous usability and consistency advantages. Furthermore it extends the freedom for UI-design and visual aesthetics. In addition to that it removes the responsibility of the look and feel for decorations from the window-manager.
