Permit an user to skip the "forced disk check" on boot time

The possibility to skip the check of partitions on boot time to avoid a loose of time when the user need to use quickly his computer. The text displayed should insist on the necessity af such a check. Adding an option in system menu to reboot an force the check, and an applet exhorting to proceed to it if the user has choosen to skip the disk checking
