Laptop battery discharger and report tool aka "batool?"
Linux is still requiring automatic battery discharge and report tool. It can be initialized from cron or other time-based job-scheduler. Tool also included manual way to discharge battery. Tool itself need to be port on to X and then to respectly to KDE, GNOME and other window-managers.

Itself tool has to be include reporting tool. Which give status of battery levels. Like a critical level of power, also compare designed and current max charged power level on battery. It can be automatic notifier during use. Then report user when they battery has lose optimal battery capacity and then recommend to replace battery. On to config file, there has to be default and user override value when report battery change.

- Casual usage of laptop, when laptop is powered on few hours on day? Basicly biggest problem is to execute automatic battery discharge.
- Peoples who use laptop mostly on battery? They do not require such tool, only reporter tool will come handy
- Peoples who use laptop mostly on AC? Biggest group of user, does who need automatic battery discharger.

Conclusion
This tool or other variant which maybe drafted is to be replace other older tools and put in to single package. Reason is to improve new users experience, give tool to inform battery status far more extensive.
