Backup of Package Specified User Data

Include information in Debian packages about where the default user-data locations are.

The system itself can then work out which files to backup, depending on what packages are installed.

A user can rely on the package defaults, and backup systems can be configured to use these defaults to save (and restore) user data.

This information can then be used as the basis of other system wide backup/restore/migration systems.
