Improving atime updates

The default atime setting in Ubuntu results in file metadata being rewritten every time a file is accessed in any way. This results in lower performance due to unnecessary disk i/o. We should investigate the noatime and relatime parameters to determine their impact upon standard utilities and consider making one of these the default.
