Add apt-torrent backend for faster updates

Apt-torrent (http://sianka.free.fr/) is a way to get apt-get updates via bittorrent. When Ubuntu updates are released the server gets busy, particularly between releases. Using bittorrent would let users share bandwidth and provide faster downloads for updates and not just for whole ISOs as is currently done.
