Improve reliability of apt's authentication checks

apt's authentication checks often fail if a mirror is slightly out of sync, confusing users and generating bug reports. Can we do better, perhaps in cooperation with archive improvements?

2008-02-11: apt_0.7.9ubuntu8 implements the spec (the last bit was the update-notifier notifcation note about auth failures in the nightly cron job)

HTTP Pipelining, usually means persistent connections. Now there's http multiplexed over 1 connection with BSD licensed Google's SPDY. That may help here.
