Apport crash duplicate detection

Registered by Martin Pitt

Right now we receive a lot of duplicate crash reports because Malone's crash bug filing guidance is not optimal. This creates unnecessary work for triagers and unnecessary uploads for users.

We need to automatically identify bug duplicates, and possibly even check this on the fly to avoid uploading coredumps for already known issues.

Gnome's dup finder does a good job. Its maintainers will be present in Sevilla, so we should aim for some shared effort.

Whiteboard

pitti: discussed workflow with seb128, he reviewed and is happy now; setting to pending-approval

2007-06-13: most bits implemented and rolled out; still missing:
 - version tracking emulation of Malone (right now it just checks open/fixed)
 - deletion of attachments

pitti 2007-07-25: implemented last bits (version tracking and attachment deletion), rolled out to retracer bots
