Replace bottom panel with AWN Dock.
Having two panels in GNOME is confusing and unnecessary. We should replace the bottom panel with a dock (preferably AWN since it is very simple and easy to configure). AWN 0.4 Beta (to be released soon) is very stable and feature filled; it even includes replacements for the Clock and Notification Area applets. It is simple and easy to create an applet for AWN and you can do it in many languages like C, Python, and C#. AWN 0.4 uses less memory than Docky/Cairo-dock and can work with and without Compiz enabled. AWN can work like a dock or a panel and can be used to launch applications easily and similarly to Windows and other operating systems. With all of the space gained from removing GIMP, this would be a great way to make use of that free space.
