Huuu, can't remember exactly, a few days ago, sometime last week after an update...

So far, it does it all the time.
I noticed that if I click on the arrow (the real one), then the dummy one above
it, goes away and teh windows then become "clean", like it should be.
Also, I noticed something that may give you a clue (?) : still in the
update-manager, when you click on the "relaod" button in the top right corner,
you get a similar window, with a progress bar, while it's downloading the
repositories index files( whatever you call them ;o). Well, this windows is
clean, it doesn't show the problem. I hit the reload button many times just to
check , and it never show the problem.
Also, in Synaptic this time, when you install something and download the
packages, you also get a similar window. Well, this is one is also clean, every
time.
Maybe you can look at the code of these 3 windows, to compare them ??
