I think there is some confusion here. The offline homepage URL is hardcoded in ubufox, and stopped working because the documentation got removed from the default install during the oneiric cycle (https://launchpad.net/ubuntu/+source/ubuntu-docs/11.10.1), although it never really worked properly before.

startup.homepage_override_url is for the "What's new" page that is displayed after updating Firefox.

I should probably remove the offline-homepage functionality from ubufox entirely for now
