* d/dirs: Remove to eliminate lintian warning.
* d/shells.d: Add shells.d/tcsh file.
* d/tcsh.install: Install d/shells.d/tcsh to /usr/share/debianutils/shells.d.
* d/postrm:
+ Switch {add,remove}-shell to update-shells.
+ Allow for downgrades.
