For the simplestreams target, it was discussed and agreed by paelzer, paride and aciba that it does not require an FFE because:

In this case the bug is https://bugs.launchpad.net/ubuntu/+source/python-boto/+bug/2052437 and in my opinion that it is important enough, and switching to boto3 is the only sensible way to fix it
