I've just found out that the sound muting upon switching users wah actually provided by HAL.

ConsoleKit generates event (user/console switch) it goes through the PolicyKit and then reaches HAL which does sth. to the pulseaudio/audio_device/i_dont_know_what_else which stops the audio.

Since ubuntu 9.10 switched to udev (dumping HAL) this functionality is not longer available.... perhaps it is possible to do the same thig with udev but i'm not sure yet.
