Isn't this bug related to https://bugs.launchpad.net/ubuntu/+source/pulseaudio/+bug/213149

I guess It might be a 'desired' behavior now (I mean not muting audio while switching users).

I was browsing consolekit and policykit documentation and I was unable to find what to change to configure this behavior to my liking :(
