The parted-3.2 NEWS file provides the info:
libparted: On multipath systems new partitions would sometimes not appear, reporting 'device-mapper: create ioctl failed: Device or resource busy' until the system was rebooted. Added dm_udev_wait calls to synchronize parted with udev.

pointing to a patch in libparted/arch/linux.c.
Apparently that patch could be added to current patches adding the dm-* functionailities already available in current 2.3 version.
Could it be possible to validate the idea of just applying that udev_sync patch makes the difference ?
