Well, in fact the ubuntu-release-upgrader is doing just the the opposite that you want...

In hirsute I was using "vc4-fkms-v3d" so I didn't suffer this problem. But during the upgrade to impish my config.txt file was automatically changed from this:

   dtoverlay=vc4-fkms-v3d

To

   # changed by do-release-upgrade (LP: #1923673)
   dtoverlay=vc4-kms-v3d
