variable, remove unused dh_* calls.
* debian/rules: change build directory and call dh_install to actually
build two binary packages.
* debian/rules: don't install /usr/share/perl5/Test/HACKING.pod, we
already have /usr/share/man/man3/Test::HACKING.3pm.gz.
* debian/preinst: remove non POSIX compatible "-o".
