  * Switch to using a locale archive (LP: #591676):
    - debian/local/locale-gen: Set ARCHIVE=yes by default.
    - debian/locales.postinst: Clean up the non-archived locales on upgrades
      to this version right before regenerating them.
    - debian/local/remove-language-pack: Add case for removing locales from an
      archive.
