The opening line is somewhat misleading, even if in some sense it may be technically correct.

See option 39 OPTION_CLIENT_FQDN, and RFC 4704 "The Dynamic Host Configuration Protocol for IPv6 (DHCPv6) Client Fully Qualified Domain Name (FQDN) Option".
