I tried to reproduce this bug with the dapper version without success. Dapper has quite a different architecture, there is no sytem-tools-backends yet, and all changes done to users-admin are written to the PAM files atomically at program exit. Also, the code is quite different, so that the patches do not apply at all. Restarting users-admin between adding and removing the users also works correctly for me.

Can someone reproduce this test case on dapper with some variation? Otherwise I will ignore dapper for this SRU.
