The correct directory for the file is /usr/share/locale/*
I checked this by extracting the file, moving the locales to the correct directory, and rebuilding the package. After that they installed to the correct path versus the debian package. I do not know where these locale files are called from, so I cannot test if this breaks anything (or if anything else is broken right now, I'm sure a locale about page is somewhere.)
