You will need DEP-11 data for GNOME Software to function correctly (in theory, AppInstall data is supported, but we didn't test a lot with it and it looks rather disappointing). I am almost done with creating something reusable out of the GSoC work done in 2014, which Ubuntu could use as well.
At Debian, the metadata will be extracted on a dedicated machine, and then be synced into the archive from where Apt will download it, ensuring always and automatically up2date metadata.
