Event RSVP Integration

Current RSVP process requires an understanding of wiki usage. While wikis are not terribly difficult, they do present a barrier to those who are less technically inclined or just unwilling to learn. We need to lower the barrier to participation, but we still need a reservation system for *some* events. We will utilize/modify an existing RSVP/Event plugin to allow us to make reservations easier for LoCo users.
