Make the tour contents dynamic

Link the tour contents to the packages that are installed. This would allow the same tour program to be used for different distributions. Also allows packages to include tours as part of the package and it to automatically add the tour content as the package is added.

The tour currently only shows tours which are installed, there are a few exceptions to this such as Chromium, but that is hidden unless Chromium is installed.
There is nothing stopping a package sticking a tour in /usr/share/
I think it is fair to say that we have met this blueprint
