Port gst-omx to Ubuntu

Raspbian included gst-omx, a plugin that allows communication of GStreamer with OpenMAX IL components, which are used to access hardware encoders and decoders. The package would allow Totem and Rhythmbox to play audio and video using the hardware capabilities in the VideoCore processor.
The Debian source package available from Raspbian FTBFS on Ubuntu 15.10.
