Auto-adjust refresh rate based on Twitter's API limit

Do a check on startup to find Twitter's rate limit. Alter the refresh rate so we can stay under it.
This can be enabled/disabled, maybe? In 'General' under the refresh rate selector, add a checkbox that says 'Auto-adjust refresh rate'.
