As a user I would like to package up Tuskar in the Undercloud image using TripleO Image Elements

We need a way to package up Tuskar with the TripleO undercloud and seed images. To do this we must provide a TripleO Image Element for Tuskar core + ui.

There has already been work started on this: https://review.openstack.org/#/c/47589/

This is too fine grained: https://wiki.openstack.org/wiki/Blueprints - blueprints are for significant features (vs the individual steps in planning things where etherpad is great)
