This is too fine grained: https://wiki.openstack.org/wiki/Blueprints - blueprints are for significant features (vs the individual steps in planning things where etherpad is great)

This is overly opaque - blueprints need prose and documentation, rather than entries in launchpad :). If it's trivial - as this seems to be - having a blueprint seems like pointless overhead.
