Assign Nodes to Resource Class

Currently Resource Class is grouping racks. In order to be more flexible we need to go Nodes approach, so that Resource Class is grouping Nodes only.

Completely agree, but this isn't the place to track it -
This is too fine grained: https://wiki.openstack.org/wiki/Blueprints - blueprints are for significant features (vs the individual steps in planning things where etherpad is great)
