Refactoring of trove-task-manager connected to removing trove/common/nanager$ManagerApi class and enable face functionality via rpc fake impl. So also I suggest to change /trove/taskmanager/api.py file and fix configs to use fake rpc impl ins tests. Maybe It is also needed fix fake rpc impl or implement new fake impl for trove. It will become known after testing
