Setup taskmanager to update instance status on behalf of guestagent.

Currently the guestagent has the responsibility of updating it's own status in the main trove database. This feature would extend the taskmanager to accept a message from the guest agent with the new status, eliminating the need for guest instances to communicate directly with the trove database.
