make SUSE a supported platform on Trove

Provide SUSE platform support for Trove. This blueprint will track changes to the default configuration paths and other platform-specific bits in order to support the SUSE platform. No API changes are envisioned. A SUSE PackagerMixin will also be added to support setting up Trove GuestAgent nodes on SUSE.
