Reset instance Task Status Management API call

This MGMT API call sets an instance's task status to NONE.
Currently no instance can be deleted if the instance staus is in BUILD. This status is the result of the task status being BUILDING, which can be left in that state in case of an error. So in order to delete instances stuck in this state we can reset the task status to NONE which will allow the delete call to go through successfully.
