Refactor datastore tests to share common code

Each datastore has a few different validation methods in the tests. We need to make the tests share common code like restart/resize volume/resize flavor/add user/remove user/etc...
We have tests for datastores that are duplicating these calls because validation on them is a bit different for the tests.
