Enhance Mgmt-Show To Support Deleted Instances

today, GET /v1.0/<tenant_id>/mgmt/instances/<instance_id> does not work for instances that are deleted.

proposal is to introduce a parameter, ?deleted=True, to show the instance whether it's deleted or not. ?deleted=False would behave the same as if the parameter were not provided, aka the behavior today.
