Improve Instance Status for Maintanability

Currently, Instance Service Status and Instance Server Status are used together to determine certain outcomes in the code. They are also used in a sometimes confusing manner. One is an Class and the other is simply a string. There are cases when there were comparisons between them which would always result in False. There were also cases where case sensitivity would always result in False (e.g. active == ACTIVE).
