Associate floating ip with vertica master node, running mgmt console

Master node in the vertica cluster runs Vertica management console, which can be used for managing users/schema/nodes in the cluster and also for monitoring the cluster. This management console application needs to be used/accessed by user/administrators of the vertica cluster, so this needs to be accessible/reachable from outside of the openstack network.

We can achieve that by associate floating ip with the master node in vertica cluster.
