Fix Volume flags

Currently there are 2 flags for volume, reddwarf_volume_support and must_have_volume.

volume_support means "some" instances _can_ have volumes, but not 100% necessary. as in, if u dont pass a volume in the request, it wont give u one if _only_ volume_support is enabled. if must_have_volume is enabled, it will fail if u dont pass a volume. this was to support (for some reason) a non homogenious model in reddwarf, which i dislike and will be removing. so itll be volume_support only flag, and it means u _have_ to pass a volume if its enabled, and if disabled it wont do anything related to volumes.
