Establish a mechanism by which we allow a guest agent to read a configuration file established by the image creator

This is a topic at the mid-cycle meetup (Raleigh). Establish a mechanism by which an image maker can setup a configuration file that the guest agent will read and learn paths and things like that so that we can eliminate tight coupling between guest agent and image.
