API call to get the default configuration values for a specific datastore version flavor

We need to be able to get the default configs on a datastore version flavor so they can show what the defaults are when creating a config group that is not attached to an instance.
This will help give a clear description of what the config values are before making "custom" changes to the config group in a UI.
