Datastores need a way to specify which can be clustered

Looking at the horizon dashboard currently we have to hard code which datastores are available to create a cluster from.
We need a way to determine if a cluster can be created from a datastore.
Example why this would be nice is because I am working on adding percona clustering support and there is not an easy way to test this out from the horizon dashboard. Currently only mongo and vertica are supported in horizon.
