Provide easier mechanisms to add drop-in support for new datastores

Today if you need to support adding a new datastore / cluster to trove, the code needs to ship as part of the trove package -- which makes extensibility / serviceability hard. This BP proposes to identify and implement mechanisms to make the current support for datastores / clusters more extensible and "drop-in" so that it's easier to support this use-case.
