clean-up is_root_enable api from guestagent

is_root_enable api is implemented using trove.extension
However, there is left the old api in guestagent path at https:/
This needs to be cleaned up
One more pointer that needs a consideration is that prepare method uses the is_root_enable api for checking root-enable.
