Support for Policy-based access control to APIs

Most of the other Openstack projects support Policy-based configuration for API Access Control. In Reddwarf, we want to be able to restrict certain APIs (such as enable root) to users with elevated privileges. A policy based approach will allow for flexible access control to our APIs.
